Tocho-mae Station, on the Oedo Subway Line, is in the basement of Tokyo Metropolitan Government Building. From Shinjuku station (Shinjukunishiguchi) the fee is only 180 yen (1,31€). Or you can just walk from the west end of the JR Train Station, since it's only a ten minute walk.
